Quick answer: The best WBL software depends on your scope. Dedicated K-12 WBL platforms (e.g., WBL Tracker, TitanWBL, Vector Pathways, ImBlaze, STEAMe) focus on placements, hours, employers, and reporting. College-and-career suites (Pathful, Kuder, SchooLinks, CareerReadyConnect) add WBL to planning tools. Apprenticeship tools (GoSprout, Craft Connect) fit registered programs. Shortlist by reporting needs, integrations, and budget.
How we built this guide
- Public sources only. Each vendor is described from its own public website, checked October 9, 2026, with a link to the page we used.
- WBL Tracker publishes this guide. WBL Tracker is listed, and we say so wherever it appears.
- No paid placements, no rankings. Vendors are grouped by use case, not scored or numbered.
- "Not publicly documented" means we didn't find it, not that the product can't do it.
- Corrections: email brian@wbltracker.com.
What work-based learning software does
Most WBL platforms cover some or all of these jobs:
- Placements and opportunities: a record of where each student is placed and which opportunities are open.
- Hour logging and verification: students log hours; supervisors confirm them.
- Employer management: contacts, partner history, and the employer's own login.
- Forms and agreements: training agreements, consent forms, and signatures.
- Evaluations: supervisor ratings at the midpoint and end of a placement.
- Reporting: Perkins V and state reporting, plus board and grant reports.
- Dashboards: who's on track and who needs follow-up.
- Rostering: getting students in and keeping the roster current.

Must-have features checklist
| Feature | Why it matters | Question to ask the vendor |
|---|---|---|
| Perkins V 5S3 data capture | Your state counts CTE concentrators who participated in WBL, using its own definition. See our Perkins V WBL reporting guide | Can you show a 5S3-ready report using our state's definition of qualifying WBL? |
| State report formats | Every state collects data differently | Which states' formats do you support today? |
| Employer login | Supervisor sign-off is where most paperwork stalls | What does a supervisor see, and how many steps to approve a week of hours? |
| Mobile logging without app installs | Students log more reliably when it's easy | Can students log from any phone browser without installing an app? |
| Rostering | Manual roster uploads create mismatched records | How do rosters get in and stay current? Do you use Clever? |
| Role-based permissions | Employers and staff should see only what they need | Can we limit employers to their own students? |
| Data privacy agreement and FERPA | Districts need a signed agreement before sharing student data | Will you sign our DPA? |
| Exports | You'll need data for boards, grants, and audits | Can we export all of our data, in what formats, including if we leave? |
| Implementation time | Programs often need to be ready by a term start | What's the timeline, and what does it assume? |
| Pricing basis | Prices are rarely published | Is pricing based on students, schools, or users? What are the add-ons? |

Pricing models you'll see
Most WBL vendors don't publish prices; expect to request a quote. What's public:
- TitanWBL: annual pricing that scales with the number of schools, students, and users, plus optional services such as Advanced Analytics (titanwbl.com).
- CTEsoft: published Teacher, School, and District tiers; School and District pricing is seat-based with a quote (ctesoft.org).
When you compare quotes, line them up on the same basis: what's included, what's an add-on, contract length, and what happens to your data at the end.
Questions to ask in every demo
- How do rosters get in and stay current, and do you use Clever?
- Can you show a Perkins V or state report in our state's format?
- What does a supervisor see when they log in, and how do they approve hours?
- Can students log hours from a phone without installing an app?
- Who owns our data, and can we export all of it if we leave?
- Will you sign our data privacy agreement?
- Does the platform meet accessibility standards for students and staff?
- What's the implementation timeline, and what do you need from us?
- What training do coordinators, teachers, and employers get?
- What does support look like after launch, and how fast do you respond?
- Can we talk to a reference program like ours?
- How is pricing calculated, and what's the contract term?
Implementation tips
- Build the paperwork first. Standardize your training agreement, consent form, and timesheet before you load anything into a new system. Our coordinator's first 90 days playbook puts infrastructure before placements, and our free WBL templates are a starting point.
- Clean your data once. Import a clean roster and employer list, not last year's spreadsheet as-is.
- Set up employer and supervisor accounts early, and walk supervisors through them during onboarding.
- Agree on activity-type definitions across schools before anyone starts logging.
- Plan for growth. See scaling WBL opportunities. New York programs should also read about New York's WBL requirement, and everyone can review WBL reporting & compliance.
Frequently asked questions
What is work-based learning software?
Software for managing work-based learning programs: placements and opportunities, student hours, employer partners, agreements and evaluations, and the reporting your district and state need. It replaces the spreadsheets, paper forms, and email threads many programs run on.
What features should WBL software have?
At minimum: hour logging that students can do from a phone or laptop, supervisor verification, an employer login, records of placements and employer partners, evaluations, Perkins V and state reporting that fits your state's definitions, roster integration, role-based permissions, exports, and a signed data privacy agreement. Also ask about implementation time and how pricing is calculated.
How much does work-based learning software cost?
Most vendors don't publish prices and give quotes based on your size. TitanWBL says its pricing is annual and scales with schools, students, users, and optional services. CTEsoft publishes tiered pricing on its site. Compare quotes on the same basis, including add-ons and contract length.
Does WBL software help with Perkins V reporting?
Many vendors say their software supports Perkins V reporting, including Vector Pathways, TitanWBL, CTEsoft, and Pathful. Software can only report the data you collect, though, and your state defines what counts as qualifying work-based learning and how to submit it. Ask each vendor to show a report in your state's format.
What's the difference between WBL software and a college and career readiness platform?
WBL software focuses on the experiences: placements, hours, employers, evaluations, and reporting. A college and career readiness platform covers broader planning, such as interest assessments, career exploration, and course planning, and some include WBL features. Districts that already use one should ask whether its WBL features cover their reporting needs.
Can we use our LMS instead of WBL software?
Sometimes, for a small program. An LMS delivers coursework, but it may not be set up for employer partners, supervisor sign-off on hours, or placement records. Weigh the cost of a separate system against the manual work it removes.
How long does WBL software implementation take?
It varies by vendor and district. Vendor-stated examples: WBL Tracker says setup takes less than one week, and TitanWBL says most districts go live in under two weeks. Ask what the timeline assumes, such as roster import, employer accounts, and staff training.
